What to check first when you build here
Who issues your building permit
Inside Kingsport city limits, including the part of the city in Hawkins County, permits come from the City of Kingsport Building Division at 415 Broad Street. For a new home, the first step is an Erosion and Sediment Control permit from the city's Traffic Department, which also serves as your driveway permit. Outside city limits, check with the county your land is in.
Septic approval comes early
If your lot isn't on public sewer, septic permits for Sullivan and Hawkins counties go through the Tennessee Department of Environment and Conservation's Johnson City Environmental Field Office. You apply online, and a TDEC environmental scientist evaluates the site to determine the type of system it needs.
Use a licensed contractor
In Tennessee, a project valued over $25,000 must be built by a state-licensed contractor. Your builder's license and insurance are part of what we review early, so paperwork doesn't slow your loan later.

Frequently asked questions
Can you finance a manufactured home on land outside Kingsport city limits?
Yes. When the home sits on a permanent foundation and is titled as real property together with land you own or are buying, it can be financed with a one-time close construction loan. Outside city limits, the county your land is in handles permits.
I work shifts at the plant. Do I have to come to Johnson City?
No. Most of our clients never need to visit the office. We work by phone, text, video, and email, so the loan can fit around your schedule. You're welcome to meet in person by appointment.
Is Hawkins County different from Sullivan County for the loan?
The loan programs are the same in both counties. What can differ is who issues your building permit, so confirm whether your lot is inside Kingsport city limits or in the county. Septic permits in both counties go through TDEC's Johnson City office.
Will a Kingsport purchase lender do this construction loan?
Some lenders who offer purchase loans don't offer one-time close construction loans, especially for manufactured and modular homes. If you're building, ask any lender whether they offer one-time close and how they handle draws during the build.
