Who issues your building permit
Inside Boone's town limits, the Town of Boone Planning and Inspections Department on West King Street handles permits. Outside town limits, Watauga County handles them.
Septic and wells
In North Carolina, the county health department acts for the state on septic systems. It issues an Improvement Permit and a Construction Authorization, and the county can't issue your building permit without that Construction Authorization. You can also hire a private Authorized On-Site Wastewater Evaluator.
